Urban Water Management Plan

An Urban Water Management Plan helps ensure that sufficient water supplies are available to meet existing and future water needs, and that steps are in place should a critical water shortage occur. It is one of the most important planning tools we have to guide our actions related to water supply, while also providing our customers with additional insight and perspective on a number of water-related issues. The plan is updated every five years.

2025 Urban Water Management Plan (UWMP) Update

Help Shape the Future of Water in the Santa Clarita Valley

SCV Water is updating its Urban Water Management Plan (UWMP) a strategic roadmap to ensure long-term water reliability, climate resilience, and community-informed planning. This update goes beyond regulatory compliance. It’s a chance to align local priorities with statewide goals and build a more sustainable future together. 

 

What is the UWMP?

The Urban Water Management Plan is a state-mandated planning document that helps water agencies: 

  • Forecast future water demands
  • Plan for droughts and climate change 
  • Support conservation and infrastructure investments 
  • Engage the public in water planning decisions 

SCV Water’s plan will be more than a regulatory document. This UWMP update is a strategic opportunity for SCV Water to align local water planning with statewide initiatives. The UWMP will serve as a foundation for integrated water resources planning across Santa Clarita Valley and will be fully integrated with SCV Water’s complementary efforts, including the Groundwater Sustainability Plan, the Water Shortage Contingency Plan, and the Water Use Efficiency Strategic Plan, and will support decision-making for long-range infrastructure investments. 

The 2025 UWMP will be data-driven, equity-centered, and action-oriented—combining technical rigor with community insight to produce a document that informs investment decisions, regulatory compliance, climate adaptation, and operational strategies.  

A robust public outreach and engagement process is fundamental to the success of this UWMP. SCV Water is committed to preparing an UWMP that is community-informed, publicly accessible, and locally relevant.  

Ultimately, the 2025 UWMP will serve not only as a required planning document, but as a living guidebook that enables SCV Water to lead on regional water resilience through innovation, transparency, and collaboration.

Equity & Inclusion

Materials will be translated and outreach formats tailored to meet community needs. 

Formal Notices

In accordance with California Water Code §10621, SCV Water has notified cities, counties, and planning agencies within or adjacent to our service area of our intent to update the UWMP. Public hearings will be advertised in local newspapers per §6066, and all required documentation will be included in the final plan.
