Summary of AB 1572
The use of potable (drinking) water to irrigate non-functional turf has been declared wasteful and incompatible with State policy relating to climate change, water conservation, and reduced reliance on the Sacramento-San Joaquin Delta ecosystem.
AB 1572 took effect on January 1, 2024, and prohibits the use of potable water for the irrigation of non-functional turf located on commercial, industrial, municipal, institutional, and common interest developments including homeowners associations, according to a compliance schedule.
What is non-functional turf (NFT)?
NFT is mowed grass that is decorative and not otherwise used for human recreation purposes. These areas are commonly found between sidewalks and streets, medians, parking lots, in front of businesses and shopping centers, decorative areas surrounding schools, and in areas maintained by homeowner associations.

Types of Non-Functional Turf

Isolated Turf
No trees or perennials.

Mixed Landscape
Any combination of turf, trees and/or perennials where non-turf plantings are not dependent on the irrigation of non-functional turf.
Affected Customer Groups
Compliance
Those subject to this permanent ban include:
- State and local government properties
- Commercial
- Industrial
- Institutional
- Homeowners Associations (HOA) Common Areas
Exemptions
Those exempt from this ban include:
- Residential lawns
- Cemeteries
- Sports fields
- Areas regularly used for civic or community events
- Areas that ensure the health of trees and other perennial non-turf plantings
- For immediate health, safety, sanitation, and fire protection
How long until your property has to comply?
Compliance Schedule
AB 1572 includes a phased approach to compliance by property type. So, the deadline to permanently stop watering non-functional turf depends on the type of property you own or manage. Find your category below.
NOTE: AB 1572 does not require non-functional turf to be removed or replaced by a specific date, only to stop irrigation with potable water. Local nuisance and property maintenance ordinances may still apply. Properties with over 5,000 square feet of turf will be required to certify compliance to the State on a 3-year schedule.

- What is "turf"?

For AB 1572, ‘turf’ means mowed grass maintained in a green condition. It does not mean artificial turf.
- What's the difference between functional and non-functional turf?

Functional turf is regularly used for recreation or community activities, such as athletic fields, parks, playgrounds, or event spaces.
Non-functional turf (NFT) is mowed grass maintained primarily for appearance or decoration and not regularly used for recreation or community activities. Examples include decorative grass around businesses, parking lots, medians, and sidewalks.

No. Single-family residential lawns are not subject to the NFT watering prohibition.
- When must my property comply with the law (AB 1572)?

Compliance Schedule
AB 1572 went into effect January 1, 2024, and the requirements phase in by property type.

Potable water may be used as needed to maintain the health of existing trees and other perennial plantings in NFT areas. The surrounding NFT remains subject to the watering prohibition if it does not depend on that irrigation. The Legislature’s intent is that this exception applies to existing trees only. The smart practice is to convert trees from spray to their own dedicated drip irrigation.
- Can I make non-functional turf functional?

Not simply by changing its designation. Turf must be regularly and beneficially used for recreation or community activities to qualify as functional. Planting trees, adding other landscaping, adding benches, etc., does not, by itself, make turf functional.
- Who decides if turf is functional?

AB 1572 establishes the definitions of functional and non-functional turf. SCV Water is developing guidance for applying those definitions locally.
- What should replace non-functional turf?

AB 1572 does not require a specific replacement. It requires potable-water irrigation of NFT to stop.
Customers should also check applicable City of Santa Clarita, LA County, and CalFire requirements before making landscape changes.
Common alternatives include climate-appropriate plants, mulch, and groundcovers. SCV Water's Lawn Replacement Program may also provide rebates for eligible landscape conversions.

The legislation allows entities like the City, the County, and SCV Water to exercise enforcement authority. SCV Water is currently developing its local policy and implementation procedures. Customers should check the SCV Water NFT webpage for updates as policies and procedures are finalized.
- Are there any reporting requirements?

Customers with landscaped areas over 5,000 sf will be required to self-certify compliance to the State Water Resources Control Board (SWRCB) every 3 years. This form and reporting process is still being drafted by the SWRCB. SCV Water will notify customers of any reporting updates from the SWRCB.
- What is SCV Water's Implementation and Enforcement Plan?
