Lead and Copper Rule

Lead and Copper Rule

At SCV Water, water quality is our top priority. We are proud to provide safe, clean water that our customers can trust. We are also committed to transparency, and we’re always happy to answer any questions that our customers may have about water quality.

Upcoming Project: Water Service Line Inventory

As part of compliance requirements with the California and U.S. Environmental Protection Agency's Revised Lead and Copper Rule (RLCR), SCV Water will be conducting an inventory of water service lines between February and October 2024, focusing on homes built before 1987 but may also include other SCV Water customer groups. The results may help to improve the quality of water that you rely on every day.

Lead and Copper Rule for Drinking Water

The RLCR protects the public’s drinking water from metals that can adversely affect public health by requiring water systems to monitor lead and copper levels at the consumers’ taps.

Regulating Agencies

The State Water Resources Control Board, through the Division of Drinking Water (DDW), enforces the California Lead and Copper Rule (CA LCR), which is aligned with the U.S. Environmental Protection Agency’s (US EPA’s) Lead and Copper Rule (LCR).

Lead and Copper Rule Revisions (LCRR)

On January 15, 2021, the U.S. EPA issued revisions to the federal LCR. The U.S. EPA’s new Lead and Copper Rule Revisions (LCRR) strengthen every aspect of the LCR to better protect communities from the impacts of lead exposure. The new LCRR will get the lead out of our nation’s drinking water and empower communities through information.

The LCRR requires community water systems throughout the United States (approx. 4,000 water systems in CA), including SCV Water, to conduct an inventory of service lines and determine the material of those lines and fittings, which is required to be completed by October 16, 2024.

Water Service Line Inventory

Help us protect your drinking water! SCV Water needs your help to complete our Service Line Inventory.

A water service line is the pipe that comes from your street and supplies water to your home or business. To complete our inventory, SCV Water will document the material of your water service line and fittings from the water meter to just outside of your house or building.

Our inventory will focus mainly on homes built before 1987 but may also include other SCV Water customer groups. The results may help to improve the quality of water that you rely on every day.

Project Schedule & What to Expect

Between February and October 2024, SCV Water representatives will conduct an in-person survey of your service line. During this time, the representative may need to walk onto your property to visually observe and confirm the service line material. Surveys will be conducted daily between the hours of 7 AM and 4 PM. You do not need to be present, but if the SCV Water representative cannot complete the inventory (due to access issues), someone may contact you to make arrangements.

Questions or Concerns?

If you have questions or concerns about the service line inventory or participating in the survey, please call the Water Quality Hotline at 661-388-4980 during normal business hours.
