Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, was enacted by Congress on December 11, 1980. This law created a tax on the chemical and petroleum industries and provided broad Federal authority to respond directly to releases or threatened releases of hazardous substances that may endanger public health or the environment. 

What is EE/CA?

Engineering evaluation/Cost Analysis (EE/CA) is prepared for removal actions. An EE/CA uses environmental information such as sampling, monitoring, and survey data that provides details on the nature and extent of contamination and describes removal action alternatives to address the contamination. An EE/CA evaluates the effectiveness, implementability, and cost of each alternative identified and recommends a preferred alternative.

 

 

 

Non-Time Critical Removal Action for Saugus Formation Aquifer

The Santa Clarita Valley Water Agency (SCV Water), in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), the Superfund Amendments and Reauthorization Act of 1986 (SARA), the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and guidelines presented in the Guidance for Conducting Non-Time Critical Removal Actions Under CERCLA (United States Environmental Protection Agency [EPA] 1993), to conduct a non-time critical removal action (NTCRA) to address the release and threatened release of hazardous substances (i.e. perchlorate)  entering SCV Water's well NC-13  production well within the SCV Water service area. This area is located within the Santa Clara River Valley Groundwater Basin and referred to herein as the Study Area. 

Community Relations Plan

SCV Water is committed to protecting our community’s water quality and keeping you informed every step of the way. As part of ongoing efforts to address contamination in the Saugus Formation Aquifer, we’re conducting an Engineering Evaluation/Cost Analysis (EE/CA) to explore and recommend cleanup options.

Our 2025 Community Relations Plan (CRP) outlines how we will keep residents, ratepayers, and local organizations informed and engaged throughout this important process.

Virtual Workshop 

SCV Water will host a virtual community meeting on Thursday, October 2, at 6 p.m. to present and receive public input on the proposed Non-Time-Critical Removal Action associated with the Water Supply Well NC-13.

Members of the public are encouraged to review the draft EE/CA and Community Relations Plan, and submit comment on the proposed action, during the mandated 30-day public comment period now underway. The upcoming public meeting will cover the purpose and scope of the proposed action, the alternatives evaluated, the anticipated schedule, and opportunities for public comment. Subject matter experts will be available to answer questions.
